(Schapera M100) "An analysis of early British policy regarding non-Europeans in Cape Colony, and the missionary and colonist attitudes." - Schapera. A classic of South African historiography, Macmillan's work seeks to place the lot of the Cape Coloured people in the context of their early history, with considerable reference to the legacy of Dr. John Philip. The preliminary Chronology traces events from the Dutch East India Company's settlement of the Cape in 1652 to the Natives' Land Act of 1913 and the Mines and Works Amendment ('Colour Bar') Act of 1926. "In South Africa, tradition, warped by sentiment, has been too strong for the spirit of History. The documentary evidence, moreover, has been only partially investigated. This book draws largely on a hitherto untapped source, the private papers of Dr. John Philip, the study of the documents being consistently checked by a parallel study of the present-day conditions which have developed out of historical circumstance. The people of the Union, long disposed to ascribe their difficulties to uninformed 'interference' from outside, begin to find that even now, as masters of their own destiny, they are far from a 'solution' of their Colour Question. This book is the fruit of a conviction that a better understanding of the oldest phase of this question is an indispensable preliminary to any hopeful approach to the complex problems that remain." - From the author's Preface
