Railroad pools were organized by different railroad companies under the guise of "proper" traffic division but they were simply another form of trusts and monopolies in the railroad industry. The Interstate Commerce Act of 1887 outlawed railroad pooling. This article provides backgrounds on specific pools such as the Omaha pool, Chicago-St. Louis pool, and the Texas pool.. Book.
