Deerfield, Morgan County, Ohio, June 17, 1830, was a farmer, soldier, politician, Governor of Wisconsin, 1882 - 1989, two - term United States Congressman, 1871 - 1877, and under appointment from President Benjamin Harrison, the nation's first Secretary of Agriculture, 1889 - 1893. During the Civil War, Rusk served as Major of the 25th Wisconsin Volunteer Infantry, 1862 - 1863, and as Lieutenant - Colonel, 1863 - 1865. He commanded the regiment from July, 1864, to January, 1865, and again from February - April, 1865. He was mustered out of the service in June, 1865, with the brevet rank of Brigadier General..
