Wrappers a little rubbed, with small crease to corner of upper cover, and scuff to edge of lower cover; archival tape reinforcing to hinges. Very good condition. A scarce souvenir publication, celebrating the function of Windhoek's Turnhalle, a building dating from German colonial times, and used as a base by the delegates (sanctioned by the South African government) meeting to determine a new constitution for South West Africa.
